Policy Consultation

The October-November policy consultation round has now closed. This round we sought feedback on the following four policies:

The consultation period closed on 16 November 2017. The policies will now go to the Policy Advisory Commitee for their consideration.

Three policies and one procedure, from the April - May consultation round, have been approved by the Board at its meeting on 26 July and can be found here.

About Program Policy

Program Policy clearly outlines the ‘rules’ that all co-ops must abide by as members of the Program. Program Policy reflects the regulatory environment in which the Program operates and, together with the Program Principles, provides the framework for all decision-making within the Program.

The Policy Advisory Committee (PAC) is responsible recommending Program Policy to the CEHL Board for its approval. More information on PAC can be found later on this page.

As they are approved, Program Policies will continue to update and replace what is contained in the Program Directives or other Program Documents. Each Co-op is responsible for implementing program policy and has autonomy to determine their own implementation process. PAC will develop Procedures and Best Practice Advice which Co-ops may wish to use to support implementation of Program Policy

Development of Program Policy

Given the significance of Program Policy to the decision-making and future direction of the Program, it is vital that the views and opinions of Program members are reflected in its development.

To that end, the policy development process has been structured to maximise the time that Co-ops and their members have to review and provide feedback on the draft policies and procedures. For each of the four quarterly policy cycles, Co-ops and members will have approximately six weeks to review the draft policies and procedures and provide their feedback via the online feedback form.

The PAC policy consultation process addresses the CCA requirement for Co-ops to be consulted in significant program decisions. Co-ops and members are strongly encouraged to use the consultation period to have their say on the draft policies and procedures before they are put to the Board for its endorsement.

Policy Advisory Committee

The Policy Advisory Committee (PAC) is a committee of the CEHL Board, responsible for making recommendations to the CEHL Board in relation to Program Policies and Procedures.

PAC comprises a Chairperson who is a member of the CEHL Board and representatives from each region who are elected at each Regional Forum and appointed for a two-year term.
