At Common Equity Housing Limited (CEHL) we are motivated to create better housing solutions by partnering with member co-operatives to deliver an effective sustainable housing program.

CEHL is a leading Victorian, not for profit provider and developer of affordable housing, with a very large asset portfolio. We house over 4,800 people in 2,200 properties across Victoria. Our housing is managed in partnership with 111 member co-operatives to provide an effective, sustainable housing program.

CEHL employs approximately 60 people across co-operative development, property & tenancy management and corporate functions to help us achieve our vision.


The role is similar to a Senior HR Business Partner in the corporate sector and is a strategically focused role that will partner with CEHL’s Executives and leaders. You will lead and manage strategic and operational matters as they relate to the management and development of people in the business, whist driving and implementing commercial and customer centred strategies.

Reporting to the Corporate Director and working closely with the Program Director and MD, you will be a trusted advisor who delivers practical and integrated people solutions that ultimately improve the customer experience and deliver on the employee value proposition.


• Work with leaders to co-create a strong business relevant People Plan as well as contribute to the development of business plans. Take responsibility within the business for the delivery of both plans to achieve competitive advantage.
• Bringing strategies to life through the delivery of innovative solutions, due to the design and delivery of creative people practices and challenging current state.
• Build relationships with the business as a trusted adviser that solves business problems whilst aligning to organisational practices.
• Continually monitoring current state and identifying opportunities for continuous improvement. Where possible act on those opportunities to create an effective HR operating model and environment for CEHL employees.
• Deliver appropriate organisational designs and implement to enhance business performance and effectiveness. From front end design work to actual planning and execution of changes.
• Facilitate the development of leaders transition required to create the desired leadership portfolio of the future. Deliver talent and development strategies to enable this, including facilitating talent reviews, succession planning, talent and leader coaching.
• Integrated capability delivery of strategically imperative skills through leading capability programs, from defining the desired capability frameworks through to partnering with OD providers (as required) on building and delivering learning roadmaps in partnership with leaders.
• Incorporate sophisticated forecasting and workforce analytics into processes, to enable optimal workforce planning. Use business insights to translate data into workable insights.
• Access, interpret and leverage organisational data and industry standards and benchmarks to inform business decisions.
• Support key business initiatives with change management consultation.
• Work as a catalyst for change, identifying cultural, talent, total reward, capability and workforce management opportunities. Take the lead in the business to formulate people related business cases for change, with the ability to influence funding and buy-in from the business.
• Deliver plans to enable key culture transitions and transformation. Influence a positive environment in which talent can thrive. Influencing through coaching, challenging behaviours and environmental factors.
• Coach, mentor and challenge business executives, managers, team leaders and team members ensuring that optimal decision making is made.


You are an experienced HR Leader with a significant track record of leading and managing change through solid HR Business Partnering experience. You have a commercial and curious mindset and can demonstrate strengths in coaching senior executives on people related matters and leadership development. You are a natural collaborator, a strong stakeholder manager and you have extensive experience of developing customer centric teams ideally in multi sector, multi size environments.


This is a part time role and will directly lead and ensure delivery of the HR function.
